Mission Statement

The Mission of Hugger School is to produce an atmosphere where:

  • students develop the ability to think and learn independently and cooperatively.
  • good citizenship is fostered through personal responsibility.
  • community and staff work together.


School History


           Our beautiful building proudly carries the name of Fred C. Hugger.   Fred came to Rochester Community Schools in 1955 and served the district with distinction for over thirty years.

    He began his career as a junior high schoool math and science teacher but quickly found his special niche as a warm and caring elementary school principal.   In 1962 he was named principal of Woodward School.  In 1967 he opened the doors of Long Meadow Elementary School.  He lovingly watched the building go up brick by brick.  In 1979 he took over leadership of University Hills and later served as the district's Personnel Supervisor.

    Fred was born and raised in Torrington, Connecticut.  He received his Bachelor's and Master's degrees from the University of Toledo.  He interruped his education in 1952 for a two year period of service in the United Stated Army.  He was a veteran of the Korean conflict.

    His wife Shirley and his children, Sheryl, Mark and Patti were proud to have our school named after their father after he passed away.  Hugger School is honored to bear his name.
